By a vote of 4-0, the Special Committee on Impeachment adopted Friday morning three of 16 articles of impeachment against Gov. Benigno R. Fitial relating to “neglect of duty.” The governor can be impeached and convicted on only one of the 16 articles of impeachment.
The adopted Articles 12, 13 and 14 of House Resolution 17-111 refer to “neglect of duty” in connection with Fitial's failure to appoint for several months a CNMI Supreme Court chief justice, Civil Service Commission members and Public Utilities Commission members.
Four panel members aligned with the governor were a no-show - vice speaker Felicidad Ogumoro (Cov-Saipan), Rep. Fred Deleon Guerrero (Ind-Saipan), Rep. Stanley Torres (Ind-Saipan) and Rep. Joe Palacios (R-Saipan).
Only four other members who are co-authors of the impeachment resolution and are with the House minority bloc were present at the special committee meeting. But only three members are required to have a quorum.
The four Special Committee on Impeachment members present at the second day of the meeting were chairman Rep. Joe Deleon Guerrero (R-Saipan), Rep. Ray Tebuteb (R-Saipan), Rep. Frank Dela Cruz (R-Saipan) and Rep. Tony Sablan (R-Saipan).
