Federal authorities have found a karaoke establishment on Saipan operating as a commercial sex house where women were recruited from China on promises of legal jobs.
According to a superseding indictment filed on Friday in the U.S. District Court for the NMI, Phoenix Karaoke owned by Phoenix Corp. was operating as a prostitution sex house.
The indictment said Wei Qin Sun served as manager and operator of the nightclub.
The superseding indictment charged Sun with conspiracy to commit foreign transportation for prostitution, and foreign transportation of a person in execution of a fraud scheme; foreign transportation for prostitution; and foreign transportation of person in execution of fraud scheme.
Assistant U.S. Attorney Eric S. O'Malley stated in the indictment that beginning December 2005, Sun, together with some individuals, operated Phoenix Karaoke as an illegal commercial sex house.
O'Malley said that beginning October 2006, the defendant perpetrated a scheme to defraud Lin Xiu Lan by asking her (Lan) to pay $4,500 in recruitment fees and other fees, in addition to other expenses totaling more than $5,000, in return for lawful employment on Saipan.
O'Malley alleged that the mispresentations include a promise that Lan would be working as a waitress; that she would be employed by a company owned by the defendant; that she would earn at least $700 per month; and that her employment would be legal.
The prosecutor said that beginning October 2006, Sun agreed with unindicted co-conspirator Leung Min Hu to have Saite Communication Development Corp. hire Lan as a commercial cleaner, knowing that she would actually be working for Phoenix Karaoke as a prostitute.
O'Malley said that on Dec. 14, 2006, Hu filed with the Department of Labor application to hire Lan as a commercial cleaner at Saite Communication Development Corp.
On March 2, 2007, Sun allegedly transported Lan from the Saipan International Airport to Phoenix Karaoke in furtherance of the scheme to defraud her and to transport her for the purpose of prostitution.
