Flashing red lights means 'stop'

I’ve noticed that the streetlights in Garapan and other locations are now flashing instead of operating as usual. I don’t think people realize that a flashing red light means "STOP" first and then proceed with caution. I have not seen any cars stop at the crosswalk from DFS Galleria to the Hafa Adai Shopping center at the flashing red light. This is extremely dangerous for pedestrians because where cars used to have to stop for them before, now they just continue through the flashing red light without even looking as if it meant nothing.  Last night, I saw pedestrians in this cross walk, half-way across the road and cars just continuing through without even looking at them. I hope people will realize that they are actually required to stop at this flashing red light. I hope the police will take note of this and watch out for the pedestrians trying to cross and hopefully have the light switched back the way it was for the safety of anyone who wants to cross.
