Incoming House vice speaker Frank Dela Cruz (IR-Saipan) disclosed yesterday that he will include in the new impeachment resolution against Gov. Benigno R. Fitial the latter's failure to appoint a permanent commissioner of the Department of Public Safety.
Dela Cruz said that Fitial consistently alternates brothers Ambrosio and Aniceto Ogumoro as acting DPS commissioner.
“Consistently, like a merry-go-round,” Dela Cruz said.
The lawmaker said it would be a neglect of duty on the governor's part not to carry out the mandate of appointing a permanent DPS commissioner.
Adding this to the articles of impeachment means that the House impeachment panel will go back to the original 16 articles, he said.
During the impeachment proceedings, the panel decided to delete the NMI Retirement Fund issue among the 16 articles of impeachment. The impeachment bid was subsequently defeated.
Dela Cruz said he believes the DPS issue merits to be included as another article in the impeachment resolution.
“It is really an insult. Not only it is an insult, it is a neglect of this governor not to appoint a permanent DPS commissioner,” he said.
The incoming vice speaker said this is the same method that Fitial employs with the Department of Public Lands.
“Like other agencies, he puts trust on individuals who don't really have a clear and sound attitude toward the departments or agencies that they serve,” he said.
Dela Cruz believes that Fitial does this because the governor is very political.
“He wants people that he trusts. It doesn't matter whether they can do their job or not,” the lawmaker added.
