These were the warm and humble words of Joella A. Rosario, a former Workforce Investment Agency participant. Rosario stated, "You all have been very instrumental in pushing me hard to finish up the classes I needed to fulfill my dream of completing my high school diploma."

Rosario believes that having worked under the WIA program for a year gave her the opportunity to think and sort things out career-wise. She attests that she would have never had the chance to get the hands-on training needed to further her career goals.

"As a result of the encouragements, I continued with the classes I needed to get my GED, I passed the exams, and received my diploma with a GPA of 3.4," stated Rosario. "I have since transitioned from a WIA participant to a full time employee as an eligibility worker for the Child Care and Development Fund Program. WIA helped me in so many ways that I will never stop being thankful for."

Rosario said she able to afford her tuition for online classes she was taking to obtain her high school diploma. To those who may be in the same situation that she was faced with, Rosario encourages them to keep on trying.

"I encourage you to never give up. Education is not about how old you are, it’s about what you want to be and do with your life. It is an instrument very unique to a person," said Rosario. "I would like to take this opportunity to also thank the DCCA secretary, my fellow DCCA/CCDF co-workers for being patient and understanding with me and giving me all the training and support I needed to stand where I am today. I also thank my very supportive family, friends, and most especially to my loving mother, for never giving up on me. Thank you so much! I owe you my life and I love you so much, Mom!"

Penn Foster is accredited for grades 9 through adult by the Commission on Secondary Schools of the Middle States Association of Colleges and Schools and the Distance Education and Training Council.

WIA is a federally funded program administered under the Office of the Governor. (Office of the Governor)
