Rep. Trenton Conner (Ind-Tinian) pre-filed a bill that would increase the penalties for sexual abuse of a minor in the first degree, including a mandatory sentence of life imprisonment if the victim is under 5 years old.
Reports of sexual abuse of minors have become a staple in the local media. Conner said in order to deter the sexual abuse of young children, “it is appropriate to increase the penalties to include life imprisonment.”
Under Conner’s House Bill 18-113, if the victim is under 5 years old, the punishment is “mandatory sentence of imprisonment for life.”
If the victim is 5 years old but under the age of 11, the mandatory sentence is 50 years jail time, the bill says.
If the victim is 11 years old but is under 13 years of age, the sentence is not more than 30 years, a fine of not more than $50,000, or both, and the mandatory sentencing provisions of 6 CMC 4102.
