Two men were arrested Tuesday for alleged conspiracy to sell methamphetamine or “ice” on Saipan.
Fu Xing Chen, 26, and Ren Wei Li, 41, were taken to the Superior Court yesterday afternoon for a bail hearing.
Chen was arrested on charges of trafficking of a controlled substance and attempts and conspiracy to trafficking of a controlled substance. Li, who is also known as Papasang, was arrested on charges of attempts and conspiracy to trafficking of a controlled substance. They are being kept on a $100,000 cash bail each.
Police detective Elias Q. Saralu stated in his report that a “cooperating defendant” told him and another detective on June 13, 2013, that Li sells “ice” at a store in As Lito.
Saralu said the CNMI Drug Enforcement Task Force and Drug Enforcement Administration Task Force did a sting operation against Li on June 14, 2013.
In the parking lot of a store, Chen allegedly received $300 in marked money from the “cooperating defendant” and Saralu, who went undercover. Chen then allegedly handed them a box that contained 1.1 gross grams of “ice.”
Saralu said the second buy-walk operation against Li happened on June 28, 2013. During the operation, Saralu said, Li referred them to another Chinese man, who later handed them a cigarette pack that contained 1.3 gross grams of “ice” in exchange for $300 in marked money in the parking lot of a store in Koblerville.
Saralu said the third operation against Li was on Tuesday in the parking lot of the same store in As Lito where the “cooperating defendant” bought 1.7 grams of “ice” worth $300 from Chen.
The surveillance team then moved in and arrested Chen.
Police learned that it was Chen who handled the transaction in Koblerville.
Later that same day, the detectives arrested Li in As Lito.
