Rota, Guam warned of floods
An urban and small stream flood advisory has been put into effect for Guam and Rota until 7am today. According to the National Weather Service in Guam, the showers and thunderstorms in the vicinity of Guam and Rota have been increasing in area coverage and intensity during the past few hours. This area is associated with the developing tropical disturbance now gradually moving away from the west of Guam. “At present, the area of heavy rains has not yet reached Tinian and Saipan. If heavy rains continue spreading northward, an urban and small stream flood advisory may be needed tonight for Tinian and Saipan,” reads part of the advisory, which was issued at 4:42pm yesterday.
DoF clears way for retro overtime pay
Government employees on Saipan who have lost their payroll check stubs may now use their Retirement Fund records to compute retroactive overtime payments. The Department of Finance recently passed regulations for the computation of retroactive salary adjustment payment for overtime hours earned during the pay period ending June 1, 1991 through the pay period ending Aug. 20, 1994. The regulations were proposed and published in the Commonwealth Register last month. They were adopted without changes last week after the 30-day public comment period expired. The new regulations allow the use of individual contribution records from the NMI Retirement Fund to compute the payment of overtime work rendered by current and former government employees who have not yet been paid because they cannot produce their check stubs.

Saipan-Guangzhou flights suspended
China Southern Airlines will suspend charter flights between Saipan and Guangzhou next month, the Marianas Visitors Authority announced Friday. Tinian Dynasty Hotel and Casino currently charters the China Southern for two flights weekly from Guangzhou. MVA board chairman Jerry Tan said the flight service has been underperforming for a while. The low load factor, high cost of aviation fuel, and low yield in fares all contributed to the airline’s decision. But Tan remained optimistic that the flight will not be canceled permanently. “We hope that this is only a temporary suspension. September is traditionally a slow month for the tourism markets,” he said.
CPA to extend airline incentive program for 2007
The Commonwealth Ports Authority has come up with a draft airport incentive program, allowing existing and new airlines to avail themselves of discounts for another year. Ports Authority consultant Carlos H. Salas said the program, which requires approval from the CPA board and the Federal Aviation Administration, extends the 50-percent discount for 12 months to the airlines receiving the discount. A 100-percent discount will be given to any signatory airline or any airline that will launch new weekly scheduled flights in 2007. “In the end of the second sixth month period, the discounts drops to 50 percent,” he said.

Hopwood, Environmental Health Office burglarized
The Hopwood Junior High School in Chalan Piao and the Bureau of Environmental Health Office in Navy Hill were burglarized last week, according to the Department of Public Safety yesterday. DPS spokesperson Lei Ogumoro said that on Monday at 6:57pm they received a call of a burglary and theft incident at Hopwood. Ogumoro said based on the preliminary investigation, stolen from two classrooms were two laptops, 10 to 12 ukuleles, an Olympus camera, an Enter Tech karaoke system, and eight MP3 headphones. Police discovered that one of the classroom doors was damaged.
CEC to draw ballot positions today
A lottery at the Commonwealth Election Commission today will decide the order of candidates on the Nov. 3 ballot. CEC executive director Gregorio Sablan said the drawing will be held 11:30am at the commission’s office at 1313 Anatahan Drive, Capital Hill, Saipan. Similar lotteries will be conducted today on Rota and Tinian. Sablan said this is being done so the commission can publish ballots, and distribute specimen copies, for this year’s election as early as possible.
