UNDER 2008 LOCAL LAW
8 Kannat Tabla landowners paid in 2013

A local law signed in May 2008 by former governor Benigno R. Fitial resulted in the 2013 payments of land claims for eight families in Kannat Tabla totaling almost $164,800, Department of Public Lands records obtained yesterday show.

The payments were made between June 19 and Aug. 22 last year.

Former representative David M. Apatang introduced in February 2008 House Local Bill 16-1 re-appropriating $200,344 to go toward compensating landowners at the Kannat Tabla area for public road access or right-of-way, among other things. Three months later, Fitial signed HLB 16-1, Substitute 1, Draft 2 into Saipan Local Law 16-1.

Five years later, eight Kannat Tabla landowners got paid from under that local law, DPL records show.

A Pinaula family was paid $67,085.27 for 365 square meters of land. The principal amount was $39,032, while the 3 percent compounding annual interest was $28,053.27.

The second largest payment was made to an Agulto family with $31,414.85 for 504 square meters of land. The principal amount was $18,278, while the 3 percent annual interest was $13,136.85.

The government paid $30,741.11 to an Agulto family. Of that amount, $17,886 was for the principal and $12,855.11 for interest.

A Deleon Guerrero family got paid $25,694.94 for 575 square meters of land. That’s $14,950 for the principal amount and $10,744.94 for the interest.

The government paid $4,585.56 to a Reyes family for 92 square meters of land. That’s $2,668 for principal and $1,917.56 for interest.

A Bowie family got paid $2,492.15, inclusive of $1,450 in principal amount and $1,042.15 in interest.

A Borja family received $1,402.48 for 27 square meters of land. That includes $816 in principal and $586.48 in interest.

An Echaluse family, meanwhile, got the lowest amount of $1,374.98 for 25 square meters of land. Of that amount, $800 was for the principal amount, and $574.98 in interest.
