PSS studies new teacher certification requirements

The Personnel and Fiscal Committee on Tuesday adopted the proposal for the new teaching certification of the Public School System aimed at maintaining the highest standard of teachers based on proficiency, skills and competency.

Its members defined proficiency as somebody who has management skills while maintaining focus on the curriculum.

Teachers will also be evaluated on how one carry out instructional strategies, work with the set standards and assess student learning.

The committee has proposed for PSS to provide provisional teaching certificate for in-coming teachers. This type of certification is good for 6 months and will give teachers enough time to comply with requirements, such as the finger print cards, health record, FBI clearance and other documentation.

It will also give PSS a chance to evaluate its newly-hired personnel prior to a long term contract.

After the six-month probationary period, teachers will be evaluated in preparation for the next certification. However, those who will get the unsatisfactory grade will be issued with a separation notice.

Meanwhile, those who will hurdle the first evaluation will receive the basic certificate which is good for over a year. This will require recommendation from school principals. By this time, teachers should have earned credits on NMI history, cultural seminar, NMI government, among other prerequisites.

The PSS will also give the five-year standard certification to teachers on board. Recipients of this certification must complete 40 hours of workshops and training. Their performance on classroom management and practices will also be considered.

Following the standard certification is the maximum ten years term extended to teachers who have masteral or doctorate degree in education. They should also speak seven years of teaching experience.

This proposal was scheduled to be discussed with teachers Tuesday afternoon. Their comments will be incorporated to the proposal once the committee will submit the document for a full-board adoption.
