{"id":100822,"date":"2006-05-19T06:23:00","date_gmt":"2006-05-19T06:23:00","guid":{"rendered":"http:\/\/a7436a78-1dfb-11e4-aedf-250bc8c9958e"},"modified":"2006-05-19T06:23:00","modified_gmt":"2006-05-19T06:23:00","slug":"a7436a80-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/a7436a80-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"Retirees meet to discuss retirement bills"},"content":{"rendered":"<p>Aware of the government\u2019s plan to overhaul the retirement system, the Commonwealth Association of Retired Persons Inc. finally set a meeting last night to discuss their plan of action to protect their earned benefits.<\/p>\n<p>\u201cWe\u2019re meeting with our board,\u201d said association president David Igitol Thursday.<\/p>\n<p>He said the group\u2019s officers are scheduled to discuss the two bills submitted by the Fitial administration\u2014the Defined Benefit Plan Rescue and Reform Act of 2006 and the Defined Contribution Plan Act of 2006.<\/p>\n<p>\u201cWe\u2019ll make a unified position on these proposals,\u201d Igitol said.<\/p>\n<p>The NMI Retirement Fund is thinking of either filing a lawsuit against the government or filing for bankruptcy in view of the administration\u2019s proposals, which require the writing off of $124 million outstanding retirement debts.<\/p>\n<p>Fund administrator Karl T. Reyes has said that based on the Fund\u2019s legal counsel\u2019s advice, a lawsuit, if any, should be filed before the \u201cwriteoff\u201d bill becomes law.<\/p>\n<p>Reyes said that bankruptcy filing would be more complicated since it involves the entry of the federal government. <\/p>\n<p>\u201cIf we declare bankruptcy, we close and the federal government comes in,\u201d he said. <\/p>\n<p>A retiree, who agreed to speak on condition of anonymity, said this scenario is scary.<\/p>\n<p>\u201cAs a retiree, this plan scares me. I hope we won\u2019t reach this point,\u201d said.<\/p>\n<p>Another retiree, meantime, said that he is confident about the government\u2019s plan.<\/p>\n<p>\u201cI don\u2019t believe the government would do things that would jeopardize us. That writeoff is not writeoff per se. I think they\u2019re only delaying the payment,\u201d said the retiree.<\/p>\n<p>The proposed Defined Benefit Plan Rescue and Reform Act asks the Fund to write off a $124-million current unfunded liability, suspend employer\u2019s contribution, and purchase $40 million revenue bonds to fund the Commonwealth Utilities Corp.   <\/p>\n<p>The second bill, meantime, will get rid of government unfunded liabilities since it would only deal with the actual contribution of members.<\/p>\n<p>The administration said that passage of both bills, in addition to the Legislature\u2019s approval of the fiscal year 2007 budget, are initial steps to address the government\u2019s financial imbalance.<\/p>\n<p>The administration has submitted a $193.5-million budget for FY 2007.
