Three days later, President Barack Obama signed Manglona&#8217;s commission, marking the first time for an indigenous person of the CNMI to serve as a federal judge.<\/p>\n<p>Manglona was sworn-in in a private ceremony as chief judge in July. The following month, a historic investiture ceremony was held at the District Court.<\/p>\n<p>At the ceremony, U.S. Court of Appeals for the Ninth Circuit Judge Mary M.
