Manglona set defendant Herman C. Santos&#8217; bail at $1,500.<\/p>\n<p>CDA counsel Mark Scoggins asked the court to issue the bench warrant against Santos for not showing up at the hearing and for the court to order a payment plan.<\/p>\n<p>Manglona denied CDA&#8217;s request for payment plan but issued the warrant.<\/p>\n<p>Thursday&#8217;s show cause hearing was intended for Santos to explain why he should not be held in contempt for failing to make regular monthly payments as the court had earlier ordered.<\/p>\n<p>Attorney F. Matthew Smith, co-counsel of Scoggins for CDA, said that the district court had entered a deficiency judgment against Santos, Ricardo C. Castro and Maria C. Castro on Jan. 10, 2006, in the amount of $7,191.45 plus interest at 9 percent per annum.
