Admission is free of charge.<\/p>\n<p>The debate is an annual event that promotes research, critical thinking and debating skills and encourages junior high and high school students to examine key Covenant-related issues that affect life in the Commonwealth.<\/p>\n<p>The Covenant is the political document that establishes the Commonwealth of the Northern Mariana Islands and its unique relationship with the United States.<\/p>\n<p>This year\u2019s competition will be in a town hall format featuring two finalists each competing in a junior division and a senior division.  They will debate the pros and cons of permitting non-U.S. citizens to serve on Commonwealth juries.<\/p>\n<p>Judges for the event include Jane Mack, former judge Edward Manibusan and Nhing Reyes.   Patricia B. Coleman will serve as moderator.
