Social Security Numbers can be issued only to individuals who have legal permission to work in the United States or the Commonwealth of the Northern Mariana Islands and to individuals who are required by law or regulation to have a social security number. A social security number is not required to obtain a driver\u2019s license; attend school; obtain health insurance; apply for a U.S. passport or open a bank account.<\/p>\n
Pursuant to Public Law 15-108 and amendments to the Alien Rules and Regulations of the CNMI Department of Immigration which came into effect on Feb. 1, 2008, permit holders listed below are considered to have employment authorization under the laws of the Commonwealth and therefore a social security number can be issued:<\/p>\n

The Internal Revenue Service will only issue an Individual Taxpayer Identification Number to individuals who are filing a tax return with the US IRS; to individuals who already have a bank account in the U.S. or CNMI; and in some other extremely limited situations.
