Benigno R. Fitial said he fired Lino P. Tenorio from his position as commissioner of the Department of Corrections because Tenorio was not loyal to him. <\/p>\n<p>\u201cI want my cabinet to be loyal because I told him I would choose people who would help me run this administration who are qualified, competent, and loyal, so when he decided to become not loyal, then I gave him my respect,\u201d Fitial said. <\/p>\n<p>Tenorio intends to run for mayor as an independent. Fitial is a member of the Covenant party. <\/p>\n<p>\u201cSo it was just a gesture of respecting his decision,\u201d Fitial said of letting Tenorio go. <\/p>\n<p>Tenorio could not be reached for comment. <\/p>\n<p>Capt.
