Diego T. Benavente has been invited to speak on the subject and will premiere Rob Stewart\u2019s new short video, Sharkwater Saipan. Benavente introduced the shark fin bill, which was signed into law on Jan. 27, 2011, by Gov. Benigno R. Fitial.<\/p>\n<p>Sharkwater Saipan tells the story of Kathy Pagapular\u2019s sixth-grade class at San Vicente Elementary School and how a class project led to the world\u2019s second shark fin ban.
