Benigno R. Fitial announced yesterday that a bill authorizing the Bureau of Motor Vehicles to establish a student driver education program is now Public Law 17-45, after the House and Senate overrode his veto of the measure.<\/p>\n<p>Fitial assigned the public law number three days after the Senate followed the House\u2019s override of the governor\u2019s veto of Senate Bill 17-20, Senate Draft 1, House Substitute 1, House Draft 2, Senate Draft 2.<\/p>\n<p>The governor disapproved the bill mainly because BMV \u201cis neither ready nor equipped to establish a driver&#8217;s education program at this point.\u201d<\/p>\n<p>But House and Senate members, in overriding the governor&#8217;s veto, said families find it hard to come up with $350 to pay for a driver&#8217;s education program offered by a private business on Saipan.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
