{"id":153547,"date":"2011-07-17T19:11:00","date_gmt":"2011-07-17T19:11:00","guid":{"rendered":"http:\/\/bccee6a4-1dfb-11e4-aedf-250bc8c9958e"},"modified":"2011-07-17T19:11:00","modified_gmt":"2011-07-17T19:11:00","slug":"bccee6b8-1dfb-11e4-aedf-250bc8c9958e","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/bccee6b8-1dfb-11e4-aedf-250bc8c9958e\/","title":{"rendered":"PSS updates  its system  for evaluating performance"},"content":{"rendered":"<p>All teachers and administrators of the Public School System will be evaluated using a new performance evaluation system come school year 2011-2012.<\/p>\n<p>The proposed regulation governing this revised evaluation system was approved by the Board of Education and is now published in the Commonwealth Register.<\/p>\n<p>The performance evaluation shall be conducted on a yearly basis on the teacher\u2019s and administrator\u2019s anniversary date. Administrators are principals and vice principals.<\/p>\n<p>According to PSS, the principal or designee will conduct the evaluation process in which the teacher will participate through the use of self-study assessment, reflection, presentation of artifacts, and classroom demonstration.<\/p>\n<p>For school administrators, the performance evaluation will be conducted by the education commissioner.<\/p>\n<p>The evaluation process for both categories has seven components, including training, orientation, self-assessment, pre-observation conference, observations, post-observation conference, and summary evaluation conference.<\/p>\n<p>At the end of the evaluation process, the principal or the commissioner must give a rating for each element in rubrics, make a written comment, and overall rating on each standard in the rubric.<\/p>\n<p>The teacher or administrator must also be given an opportunity to comment before any recommendation for contract renewal is submitted.<\/p>\n<p>Teachers and administrators who are rated \u201cproficient\u201d will develop an individual growth plan designed to improve performance, with the goal of achieving a \u201cdistinguished\u201d rating on all standards. They shall be placed on a monitored growth plan if they are rated \u201cdeveloping\u201d on one or more standards and but will not be recommended for dismissal or non-renewal. PSS will give the teacher and administrator one school year to achieve proficiency. <\/p>\n<p>Those who will be rated \u201cnot demonstrated\u201d of any standard shall be placed on a directed growth plan but will not be recommended for dismissal or non-renewal.
