{"id":178311,"date":"2014-09-04T04:00:52","date_gmt":"2014-09-03T18:00:52","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=178311"},"modified":"2014-09-04T04:00:52","modified_gmt":"2014-09-03T18:00:52","slug":"guam-wants-stem-number-islands-unlicensed-drivers","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/guam-wants-stem-number-islands-unlicensed-drivers\/","title":{"rendered":"Guam wants to stem number  of island\u2019s unlicensed drivers"},"content":{"rendered":"<p><strong>HAGATNA, Guam <\/strong>(AP)\u2014Leaders of Guam\u2019s migrant community and Guam police want to reduce the number of unlicensed drivers on the island\u2019s roads.<\/p>\n<p>Unlicensed drivers caused two fatal crashes this year, the Pacific Daily News reported Tuesday. Police say they regularly encounter drivers without licenses when they pull people over.<\/p>\n<p>Many unlicensed drivers are nationals of the Federated States of Micronesia, police say.<\/p>\n<p>Micronesia Consul General Robert Ruecho said he has noticed the same thing. \u201cAlmost on a daily basis, I see someone arrested because he was driving without a license or driving while intoxicated,\u201d he said.<\/p>\n<p>There needs to be an effort to inform immigrants of road laws when they come to Guam, police said.<\/p>\n<p>Lt. Manny Chong suggested handing out pamphlets to people boarding planes to Guam. \u201cA lot of these guys don\u2019t know\u201d the laws, he said.<\/p>\n<p>Ruecho has brought the issue to the highest levels of government in the Federated States of Micronesia.<\/p>\n<p>He recently spoke with the federation\u2019s vice president and invited him to come to Guam for a round-table discussion on public safety issues facing the migrant population.<\/p>\n<p>\u201cThere\u2019s no way he can get everybody to attend,\u201d Ruecho said. But he noted that he hopes getting several leaders together would allow them to \u201cpass words down to the grassroots.\u201d<\/p>\n<p>Ruecho said he is hoping to hold the round-table discussion around November.<\/p>\n<p>\u201cLike everybody else, we want people to do things according to the law,\u201d he said. \u201cOur people, regardless of where they come from, should try to follow the laws of Guam.\u201d<\/p>\n<p>He wants to go one step further than police\u2019s suggestion of developing a pamphlet for to give to migrants before they travel to Guam.
