{"id":178582,"date":"2014-09-09T04:00:39","date_gmt":"2014-09-08T18:00:39","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=178582"},"modified":"2014-09-09T04:00:39","modified_gmt":"2014-09-08T18:00:39","slug":"guam-gets-111m-federal-tax-cover-payments","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/guam-gets-111m-federal-tax-cover-payments\/","title":{"rendered":"Guam gets $111M in federal tax \u2018cover-over\u2019 payments"},"content":{"rendered":"<p><strong>WASHINGTON, D.C.<\/strong>\u2014Interior\u2019s Assistant Secretary for Insular Areas Esther Kia\u2019aina has approved a total of $111 million in Section 30 federal income tax transfer payments to Guam, including a $71-million advance payment for estimated fiscal year 2015 taxes, a $10-million adjustment for actual taxes collected in fiscal year 2013, and an adjustment payment of $30 million for taxes collected in Guam in previous years.<\/p>\n<p>By law, federal income taxes derived from active members of the Armed Forces and pensions paid to retired civilian and military employees of the United States who reside in Guam are annually \u201ccovered-over\u201d to the Guam Treasury to support the operations, activities, and programs of the local government.<\/p>\n<p>\u201cHonoring the government of Guam\u2019s request to make these payments in a timely fashion represents the federal government\u2019s responsibility and our commitment to the people of Guam,\u201d said Kia\u2019aina. \u201cWe are pleased to support Gov. Eddie Calvo and the Guam Department of Revenue and Taxation in this process.\u201d<\/p>\n<p>The government of Guam\u2019s Department of Revenue and Taxation has been working with the federal government to negotiate and finalize the amount of the adjusted payment owed to Guam for actual federal income taxes collected from Guam for previous years, which exceeded the estimated advance. The Office of Insular Affairs received the final documents necessary to authorize the payments this month, and will process the payments without delay.<\/p>\n<p>Under U.S. law (48 USC 1421H), Section 30 advance payments are to be processed to Guam every September.
