Division of Customs Service inspectors arrested over the weekend a 27-year-old man who was allegedly found in possession of three marijuana sticks and 46 marijuana seeds at the Francisco C. Ada\/Saipan International Airport. <\/p>\n
Dexter Alan Woodruff was served with an arrest warrant in As Lito on charges of importation of contraband and possession of controlled substance.<\/p>\n
Importation of a controlled substance\u2014even for marijuana\u2014carries a maximum penalty of five years in prison with two years minimum mandatory without parole or probation, Saipan Tribune learned. <\/p>\n
Woodruff\u2019s bail was set at $5,000 cash. Preliminary hearing will be on Sept. 23 at 1:30pm.<\/p>\n
The Office of the Public Defender was appointed as counsel for the defendant. Assistant attorney general Clayton Graef appeared for the government.<\/p>\n
Customs inspector Maynard Reyes stated in his report that a Customs officer and a detector dog handler performed a random inspection on Woodruff in the arrival area of the airport on Sept. 8, 2014, at 8:20am.<\/p>\n
Reyes said that Woodruff, who was a passenger on Cape Air Flight 5071 from Guam, admitted to a Customs officer and detector dog handler that he had in his possession marijuana seeds inside a Krazy glue container inside his waist pouch.<\/p>\n
An examination of the Krazy glue container allegedly confirmed what appeared to be marijuana seeds.<\/p>\n
Reyes said that upon further inspection of the waist pouch, the detector dog handler found three marijuana sticks (green leafy substance) hidden inside a pack of cigarettes.<\/p>\n
On the same day, a test conducted by a Drug Enforcement Administration Task Force officer on the green leafy substance yielded a positive result for marijuana.<\/p>\n
The officer counted a total of 46 marijuana seeds recovered from the defendant.<\/p>\n
At a bail modification hearing yesterday afternoon, assistant public defender Matthew Meyer appeared as counsel for Woodruff.<\/p>\n
Woodruff\u2019s father, lawyer Steve Woodruff, came as the proposed third-party custodian.<\/p>\n
Superior Court Associate Judge Joseph N. Camacho, however, denied Steve Woodruff as third-party custodian for his son due to his lack of credibility from his recent disbarment.<\/p>\n
