When this happens, parents whose children are attending any of the public schools in the CNMI should be aware that when a child is injured during school days, the victim has grounds to sue PSS for its failure to promulgate policies addressing students\u2019 safety in the schools. On the other hand, when an administering agency fails to follow its own polices, or rules and regulations, it is fatal to the deviant. This matter is important, and PSS should know about that.<\/p>\n<p><strong>Francisco R.
