Superior Court Associate Judge David A. Wiseman has ordered the temporary release of Patrick Gibo, a man believed to have a mental problem who reportedly barged into a Bible study at Grace Christian Ministries in Kagman III, interrupted a pastor, and attacked a person.<\/p>\n
Wiseman said as the person qualified to perform psychiatric evaluation on Gibo cannot be found, it is necessary to release the defendant from custody with a modification to his bail.<\/p>\n
The judge said from the $1,500 cash bail, Gibo shall be released on $1,500 unsecured bond.<\/p>\n
Wiseman said all the other terms and conditions of the defendant\u2019s previous bail order shall remain in effect.<\/p>\n
Gibo was required to provide his contact information to his attorney and shall contact the lawyer at least once a week.<\/p>\n
The court scheduled a status conference in this case last Dec. 10 due to the difficulty in finding a certified psychiatrist that can perform the psychiatric evaluation for Gibo.<\/p>\n
The defendant has been in custody since Nov. 6, 2014. At a bail hearing last Nov. 7, Wiseman placed on notice that defendant may have a mental problem.<\/p>\n
Wiseman then suspended all proceedings and prepared an order for psychiatric evaluation.<\/p>\n
In his recent order for release, Wiseman said the person qualified to perform such evaluation \u201ccould not and up to now cannot be found.\u201d<\/p>\n
Police detective Therese S. Kintoki stated in her report that people were about to start a Bible study at Grace Christian Ministries last Nov. 5 at 6:30pm to 7pm, when Gibo, 36, interrupted the pastor by standing up during the session and talking while the pastor was speaking.<\/p>\n
Gibo asked the pastor to pray for him, which the people did. After the prayer, Gibo went outside to get some fresh air and water but returned after a few minutes with a fire extinguisher. He then allegedly hit the window of Grace Christian Ministries with the fire extinguisher, shattering the glass.<\/p>\n
He also allegedly assaulted a man until retired police sergeant Sylvan Rangamar came and managed to subdue him. Two police officers later came and secured Gibo with handcuffs.<\/p>\n","protected":false},"excerpt":{"rendered":"
