Joseph Lee Pan Guerrero (R-Saipan), chairman of the House Committee on Commerce and Tourism, who attended the Zoning Board hearing, said he is in favor of the new investment.<\/p>\n<p>\u201cAs long as it\u2019s on private land, these new investors are welcome,\u201d Guerrero said. \u201cCapital Hill, in my opinion, is attractive for one reason\u2014the view.\u201d<\/p>\n<p>Guerrero said the area in which Vista Resort is expected to be constructed is \u201cbeneficial for the landowner, and did not encompass public land.\u201d<\/p>\n<p>He said there was a comment from the landowner adjacent to the proposed site at the public hearing. \u201cThe neighboring landowner did complain of possible sound and noise pollution,\u201d Guerrero said.<\/p>\n<p>He said, however, that this should not stop investors, and that there should be a balance and that the best interest of the majority should be considered.<\/p>\n<p>The possible complaints, he said, are all noted.<\/p>\n<p>Department of Public Lands Secretary Pete Tenorio earlier said two groups of investors are proposing to build two projects on Capital Hill: a cultural center and a small, 60-room hotel.<\/p>\n<p>The other details of the proposals, however, remain under wraps pending a review.<\/p>\n<p>One of the investors is a local, joint venture company, while the other is a foreign-owned corporation, but with a local office in the CNMI.
