{"id":195322,"date":"2015-04-01T04:00:07","date_gmt":"2015-03-31T18:00:07","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=195322"},"modified":"2015-04-01T04:00:07","modified_gmt":"2015-03-31T18:00:07","slug":"casino-commissioners-off-to-vegas-for-april-training","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/casino-commissioners-off-to-vegas-for-april-training\/","title":{"rendered":"Casino commissioners off to Vegas for April training"},"content":{"rendered":"<p>Members of the Commonwealth Casino Commission are going to Las Vegas, Nevada to continue training in anticipation of the opening of Saipan\u2019s first casino.<\/p>\n<p>Executive director Edward Deleon Guerrero said the commissioners will undergo training from April 20 to April 24 at the University of Nevada.<\/p>\n<p>Unlike the previous training, this time the university has devised a \u201cspecialized training\u201d for the commissioners, he said, based on the different regulations used in casinos in Singapore, Japan, Macau, and South Africa.<\/p>\n<p>\u201cThe professors for the training are actual lawyers, who will teach gaming laws,\u201d Guerrero said. He said the training will be eight hours a day, for five days.<\/p>\n<p>He said gaming commissioners from Tinian and Rota were also invited to join.<\/p>\n<p>The casino commission on Friday unanimously voted to adopt draft regulations for Saipan\u2019s fledgling gaming industry.<\/p>\n<p>The commission held a meeting to adopt \u201cResolution No. 2015-001\u201d or the \u201cCommonwealth Casino Commission Rules and Regulations.\u201d The regulations include provisions for the collection of fees, licensing of employees, and provisional licensing for vendors, among others.<\/p>\n<p>A provision for junket operators is still pending, and will be tackled after another round of review by the commission.<\/p>\n<p>The regulations have been subject to an \u201cemergency adoption because of the government\u2019s urgent need for financial resources,\u201d the resolution states.<\/p>\n<p>Deleon Guerrero said the regulations were fast-tracked to allow the Saipan casino licensee\u2014Best Sunshine International, Ltd.\u2014to move forward with its planned temporary \u201clive\u201d training facility at the T Galleria in Garapan.<\/p>\n<p>The resolution states that the \u201c[Best Sunshine] is presently unable to hire and train employees or order gaming machines or equipment in order to implement the live training operations and other gaming activities without the existence of the Commonwealth Casino Commission Rules and Regulations, thereby hindering the job market for Commonwealth job seekers and jeopardizing the Commonwealth\u2019s ability to immediately collect urgently needed revenues from the casino industry.\u201d<\/p>\n<p>The adopted casino regulations will now be forwarded to the office of Gov. Eloy S.
