Sablan (Ind-MP) has drafted a bill calling for fishing fees to go directly to CNMI coffers as well as provide more transparency for Pacific islands on the fishing industry.<\/p>\n<p>Sablan said he introduced the bill to \u201cfine-tune fisheries policies.\u201d<\/p>\n<figure id=\"attachment_199635\" aria-describedby=\"caption-attachment-199635\" style=\"width: 150px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/www.saipantribune.com\/wp-content\/uploads\/2015\/04\/kilili_sablan.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-thumbnail wp-image-199635\" src=\"http:\/\/www.saipantribune.com\/wp-content\/uploads\/2015\/04\/kilili_sablan-150x150.jpg\" alt=\"Sablan\" width=\"150\" height=\"150\" \/><\/a><figcaption id=\"caption-attachment-199635\" class=\"wp-caption-text\">Sablan<\/figcaption><\/figure>\n<p>He said the proposed \u201cFishing Economy Improvement Act, H.R. 1826\u201d also gives indigenous people a greater role in fisheries management at both the national and international level and sends certain fishing fees directly to the Commonwealth treasury without any strings attached.\u201d<\/p>\n<p>\u201cI drafted the bill after listening to hours of testimony during the last Congress on reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, our long-standing national policy,\u201d he said.<\/p>\n<p>Sablan said Magnuson is making America\u2019s fishing industry and the fish stocks the industry depends on more sustainable, but could be improved\u2014and there are areas of bipartisan agreement on how to do that.<\/p>\n<p>The proposed bill requires that traditional Pacific island fishing interests have a seat on WestPac and on the international Western and Central Pacific Fisheries Commission.<\/p>\n<p>\u201cAnd certain fishing fees would go to the Northern Marianas, Guam, and American Samoa\u2014rather than WestPac\u2014for the local governments to use as they decide,\u201d Sablan said.<\/p>\n<p>Sablan\u2019s proposed bill also calls for replacing human observers with electronic monitoring on some commercial fishing boats.<\/p>\n<p>The purpose of which is \u201cgiving the public access to the inner workings of WestPac and other regional councils managing fishing,\u201d Sablan said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Delegate Gregorio Kilili C.
