{"id":202874,"date":"2015-05-29T06:00:57","date_gmt":"2015-05-28T20:00:57","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=202874"},"modified":"2015-05-29T06:00:57","modified_gmt":"2015-05-28T20:00:57","slug":"us-dols-mine-safety-and-health-administration-is-here-for-survey","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/us-dols-mine-safety-and-health-administration-is-here-for-survey\/","title":{"rendered":"US DOL\u2019s Mine Safety and Health Administration is here for survey"},"content":{"rendered":"<p>Representatives of the U.S. Department of Labor\u2019s Mine Safety and Health Administration are on island for the first time to do a \u201cfact gathering\u201d and survey in the CNMI.<br \/>\nWestern District manager Wyatt Andrews and assistant manager Paul Belanger met with Labor Secretary Edith Deleon Guerrero yesterday.<\/p>\n<p>One of the main points of their visit is to determine whether there are indeed operations that can be considered mining sites in the islands, aside from those which are known to be so.<\/p>\n<p>\u201cWhat we suspect, we know that, we\u2019ve been told that there are some other quarries,\u201d Andrews said.<\/p>\n<p>He also mentioned that they will be having tours until tomorrow to check sites that could be considered mining ones.<\/p>\n<p>\u201cAnytime that a raw material is extracted from the ground and it\u2019s processed\u2026once they take it out of the ground, process it, put it in trucks, move it out, it\u2019s considered mining. And there\u2019s many of this operations that people don\u2019t recognize as mining operations,\u201d Andrews said.<\/p>\n<p>Part of the definition of \u201cmine\u201d under the Mine Act is that it is: (a) \u201can area of land from which minerals are extracted in nonliquid form or, if in liquid form, are extracted with workers underground; (b) private ways and roads appurtenant to such area; and (c) lands, excavations, underground passageways, shafts, slopes, tunnels and workings, structures, facilities, equipment, machines, tools, or other property including impoundments, retention dams, and tailings ponds, on the surface or underground, used in, or to be used in, or resulting from, the work of extracting such minerals from their natural deposits\u2026.\u201d<\/p>\n<p>\u201cAnywhere that there\u2019s development, whether they\u2019re building roads or making asphalt, there has to be mining.
