{"id":203146,"date":"2015-06-02T06:00:53","date_gmt":"2015-06-01T20:00:53","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=203146"},"modified":"2015-06-02T06:00:53","modified_gmt":"2015-06-01T20:00:53","slug":"dpl-decision-to-stop-tuesday-market-misinterpreted","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/dpl-decision-to-stop-tuesday-market-misinterpreted\/","title":{"rendered":"DPL decision to stop Tuesday Market \u2018misinterpreted\u2019"},"content":{"rendered":"<p>The decision of the Department of Public Lands to deny a request from the Department of Lands and Natural Resources to resume the Tuesday Night Market in Garapan was \u201cmisinterpreted.\u201d<\/p>\n<p>DPL Secretary Pedro A. Tenorio, in an interview, said the decision was made \u201cnot because we want to deny farmers their right to earn, but because the permit expired, and that they never renewed it.\u201d<\/p>\n<p>According to Tenorio, \u201call they [farmers] have to do is renew it.\u201d<\/p>\n<p>Tenorio added that there are two groups debating whether the Tuesday Market will compete with Thursday Market. One group wants to stop the Tuesday event, because they want to promote the growth of the Garapan Public Market.<\/p>\n<p>\u201cIt is not for me to decide who is right or who is wrong. It is a policy decision, and that they\u2019re going to have to get together. If their decision is to continue the Tuesday Market, we\u2019re going to issue the permit, but if there is a continuing fight, I don\u2019t want to be in it,\u201d Tenorio said.<\/p>\n<p>He added that it is the responsibility of the groups to renew their permits and not the DPL\u2019s.<\/p>\n<p>Tenorio also said Rep. Joseph \u201cLee Pan\u201d Guerrero (R-Saipan) \u201cwas wrong and misinterpreted the letter.\u201d<\/p>\n<p>Guerrero earlier denounced the decision of the DPL to stop the Tuesday Market as it might negatively affect tourism. Guerrero also said the DPL chief \u201cmight be anti-tourism.\u201d<\/p>\n<p>\u201c[That is] so irrelevant. I don\u2019t know what the Tuesday Market has do to with tourism He\u2019s confused about the facts,\u201d Tenorio said, adding that the reason for the decision was clearly written in the letter.<\/p>\n<p>On May 5, DPL issued a letter to the DLNR. It said DLNR \u201crequested to resume the Tuesday Night Market at the Garapan Fishing Base compound and to waive any permit fee.\u201d<\/p>\n<p>In its response, DPL said the temporary authorization issued to DLNR on Sept. 19, 2011, expired on Sept. 20, 2013.<\/p>\n<p>The TA was not renewed, the DPL said.<\/p>\n<p>\u201cThe DPL assigned a portion of the Garapan Fishing Base public land to DLNR to operate a public market.
