Eloy S. Inos withdrew his nomination of a board member earlier this month.<\/p>\n<p>In a June 10 letter to Senate President Victor B. Hocog (Ind-Rota), Inos did not state his reasons in withdrawing the nomination of Tom Glenn A. Quitugua to the CDA board.<\/p>\n<p>He stated, \u201cIt is with deep regret to inform you that I am withdrawing [Quitugua\u2019s] appointment at this time.\u201d<\/p>\n<p>Just last April 15, Inos wrote to re-nominate Quitugua to serve on the CDA board representing the first senatorial district, or Rota.<\/p>\n<p>The appointment had yet to be advised or consented by the Senate.<\/p>\n<p>In his June letter to Hocog, Inos apologized for any inconvenience to Hocog or other members of the Senate for his withdrawal of his nomination.<\/p>\n<p>For about a week in April, the board lacked enough members to vote on the qualifying certificate of the proposed development, \u201cOcean Vista Resort\u201d on Capital Hill.<\/p>\n<p>The certificate was later approved by the board after it was made known that Inos had re-nominated Quitugua.<\/p>\n<p>One matter, among others, waiting for board review is the Commonwealth Utilities Corp.\u2019s request that CDA suspend the debt and interest payments the utility owes to them.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commonwealth Development Authority board lacks quorum after Gov.
