The Department of Public Lands is inviting interested property developers or investors to bid on to two lots in the Chalan Kanoa area.<\/p>\n
DPL said it is soliciting sealed \u201cproposals from interested and qualified companies or individuals for the purpose of commercial leasing and developing public lands in the Lali 4 beach area.\u201d<\/p>\n
One of the lot, Lot 060 H03, has an area of approximately 5,145 square meters; the other, Lot 047 H 04, has approximately 1,384 square meters.<\/p>\n
Interested investors are required to pay a non-refundable $3,500 for the RFP packet, which contains instructions and information on the lands for lease.<\/p>\n
DPL earlier said it is now going to call for \u201ccompetitive bids\u201d for new leases as well as old leases that are about to expire in the CNMI.<\/p>\n
The DPL\u2019s decision has caused investors, including the Mariana Resort and Spa, to express concerns.<\/p>\n
Opposition<\/p>\n
The civic group Matua Council for Chamorro Advancement earlier opposed DPL\u2019s lease of public lands.<\/p>\n
Liana M.S. Hofschneider, president and founding member of the civic group, sent a letter to the DPL last month opposing the lease of public lands in Chalan Kanoa and Obyan.<\/p>\n
The civic group is opposing the lease of 8,600 square meters of public land in Chalan Kanoa to Magical Bower, LLC, negotiated by its representative, Brian P. Reyes, and the 30,248 square meters of public land in Obyan is negotiated and represented by Nikko Cid Puguon, Rocel R. Cariaso, and Jordan Danao.<\/p>\n
\u201cThis opposition is precipitated by the fact that there are over 3,000 homestead applicants that are pending, for decades, at the DPL,\u201d Hofschneider said.<\/p>\n
She said that \u201cthe DPL has placed a moratorium from receiving any new homestead application on Saipan.<\/p>\n
\u201cTo date, there are hundreds, if not thousands, of eligible applicants who are prevented from participating in the homestead program because of this moratorium.
