{"id":209387,"date":"2015-08-31T06:00:23","date_gmt":"2015-08-30T20:00:23","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=209387"},"modified":"2015-08-31T06:00:23","modified_gmt":"2015-08-30T20:00:23","slug":"final-irp-bids-a-mix-of-renewables-thermal","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/final-irp-bids-a-mix-of-renewables-thermal\/","title":{"rendered":"Final IRP bids a mix of renewables, thermal"},"content":{"rendered":"<p>The five bids remaining for the Commonwealth Utilities Corp.\u2019s long-term energy plans include a mix of renewable and thermal projects.<\/p>\n<p>According to the latest presentation of Leidos Engineering LLC, the third party reviewing these bids, there are two \u201crenewable,\u201d and three \u201cthermal\u201d projects under consideration.<\/p>\n<p>CUC has described their long-term energy plans, or \u201cintegrated resource management\u201d plan, as a combination of both base-load and renewable energy sources capable of providing reliable power at the lowest price to consumers.<\/p>\n<p>These plans will stretch up to 25 years.<\/p>\n<p>According to Leidos\u2019 presentation file, one bidder\u2014or \u201cRenewable 1\u201d\u2014has offered a range of solar generation, both with and without storage and including optionality with regard to site control at specific feeders.<\/p>\n<p>This bidder has a range of bids that cover from one megawatt to 10 megawatt max capacity.<\/p>\n<p>\u201cRenewable 1\u201d would be a 25-year power purchase agreement, with no upfront cash from CUC.<\/p>\n<p>Another bidder, \u201cRenewable 2,\u201d provides simple solar generation with 10-megawatt max capacity, according to Leidos.<\/p>\n<p>It also wants a 25-year power purchase agreement with no upfront cash.<\/p>\n<p>A third bidder\u2014termed \u201cThermal 1\u201d\u2014has a project that involves diesel engines burning heavy fuel oil, according to Leidos.<\/p>\n<p>Max capacity for this bidder is at 30 megawatt with four units total.<\/p>\n<p>\u201cThermal 1\u201d plans for a 20-year power purchase agreement with no upfront CUC cash, and CUC-supplied fuel, or \u201ctolling.\u201d<\/p>\n<p>Tolling agreements are contracts where one party\u00a0provides a company with one form of fuel to be converted into another form of fuel on their behalf.<\/p>\n<p>\u201cThermal 2\u201d\u2014the second thermal energy bid\u2014proposes diesel engines burning light fuel at 30 megawatt max capacity over four units.<\/p>\n<p>\u201cThermal 2\u201d wants an engineering, procurement, and construction, or EPC, contract to construct, and an operations and maintenance, or O&#038;M contract, to operate.<\/p>\n<p>This project will be CUC financed and with CUC-supplied fuel.<\/p>\n<p>\u201cThermal 3\u201d\u2014the last bidder\u2014is described by Leidos as a project ranging from \u201cextending CUC\u2019s existing assets to new diesel engines burning light fuel.\u201d<\/p>\n<p>This bid plans a max capacity of 30 to 70 megawatts over 12 units.
