Superior Court Associate Judge David A. Wiseman yesterday appointed a psychiatrist to conduct an examination of Patrick Tudela Gibo, a 36-year-old man believed to be mentally ill, who was recently arrested for allegedly punching a mid-level provider and a physician at the Commonwealth Health Center.<\/p>\n
Wiseman issued the appointment of Dr. Jeremy Richards in connection with Gibo\u2019s other pending criminal case that arose from an incident when he allegedly barged into a Bible study at Grace Christian Ministries in Kagman III and attacking a person.<\/p>\n
The judge ordered Richards to file a written report about Gibo\u2019s mental condition with the clerk of court on or before Oct. 19, 2015.<\/p>\n
After the doctor has filed his report, Wiseman said the court will schedule a competency hearing pursuant to statute if necessary.<\/p>\n
Wiseman ordered Gibo\u2019s counsel, assistant public defender Matthew Meyer, to contact Dr. Richards and make the arrangement for his client to be interviewed.<\/p>\n
Gibo is currently under the custody of the Department of Corrections because of his new case.<\/p>\n
Wiseman ordered a psychiatric evaluation of Gibo after his counsel Meyer referred him as a mentally troubled person at a status conference last week.<\/p>\n
The judge suspended all proceedings in the criminal prosecution.<\/p>\n
Last January, Wiseman ordered Gibo\u2019s temporary release because the person qualified to perform his psychiatric evaluation could not be found.<\/p>\n
In the Bible study incident, the Office of the Attorney General charged the defendant with criminal mischief, assault and battery, and four counts of disturbing the peace.<\/p>\n
In the new case, Gibo allegedly punched a mid-level provider and a physician at the Commonwealth Health Center last Sept. 11.<\/p>\n
Police learned that Gibo went to the emergency room and asked to be admitted to the psychiatric ward because he was hearing voices. He then punched mid-level provider Lorie Hutchison on the left chin and Dr. Todd A. Tritch on the right jaw at CHC\u2019s emergency room.<\/p>\n","protected":false},"excerpt":{"rendered":"
