Camacho has found probable cause to warrant the filing of charge against Manuel Jones Villagomez, a habitual offender who was arrested for alleged possession of 1.2 gross grams of methamphetamine or \u201cice.\u201d<\/p>\n<p>Camacho found probable cause Tuesday to believe that the 40-year-old Villagomez may have committed the crime of illegal possession of controlled substance. He directed Villagomez to respond to the charge.<\/p>\n<p>Arraignment will be on Nov. 16 at 9am before Presiding Judge Robert C. Naraja.<\/p>\n<p>Assistant attorney general Matthew Baisley appeared for the government. Assistant public defender Tillman Clark served as counsel for Villagomez.<\/p>\n<p>According to court documents, three police officers were conducting a routine patrol along Plumeria Avenue in western Garapan when they spotted Villagomez getting out of a car. One officer saw Villagomez holding what appeared to be a glass tube used to smoke \u201cice.\u201d<\/p>\n<p>The detectives allegedly found two baggies of \u201cice\u201d in Villagomez\u2019s pants pocket and one glass tube in between his thighs.<\/p>\n<p>Police said the crystalline substance tested presumptive positive for \u201cice.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Superior Court Associate Judge Joseph N.
