A Chinese man pulled over by a police detective on the road allegedly for being wanted by Interpol was arrested along with his passenger for possession of methamphetamine or \u201cice\u201d and marijuana in Garapan last Wednesday night.<\/p>\n
Li Qiran, 29, and Joshua Sablan Diaz, 30, were taken to Superior Court yesterday for their initial appearance on a charge of illegal possession of a controlled substance.<\/p>\n
The police report did not mention why Qiran, a tour guide and a taxi driver, is wanted by Interpol. Diaz has a pending \u201cice\u201d trafficking case.<\/p>\n
Associate Judge Joseph N. Camacho kept the $20,000 cash bail that the court originally imposed each on Qiran and Diaz. Preliminary hearing will be on Jan. 5 at 1:30pm.<\/p>\n
Assistant public defender Michael Sato was appointed as counsel for Qiran, while attorney Vicente Salas was appointed as counsel for Diaz. Assistant attorney general Barbara Cepeda appeared for the government.<\/p>\n
According to police detective Jeffrey I. Norita, police officers were dispatched on Wednesday at 6pm to assist police detective Jesse Dubrall for a violator stop on a red Toyota Corolla with license plate ADV-221, which was being driven by Qiran, who is allegedly wanted by Interpol.<\/p>\n
Officers saw the car traveling south on Chalan Pale Arnold Road in Garapan and pursued it until Asucena Avenue near Garapan Market.<\/p>\n
When the officers patted down Qiran and Diaz, officers allegedly found a clear Ziploc bag containing a crystal-like substance on Diaz\u2019s right cargo pocket.<\/p>\n
Diaz and Qiran were brought to U.S. Homeland Security\/Immigration and Customs Enforcement Office in Puerto Rico for further investigation. They were later brought to the Department of Corrections and detained.<\/p>\n
A crime scene technician tested the recovered crystal-like substance weighing 0.3 gross grams and found it presumptive positive for methamphetamine.<\/p>\n
Dubrall allegedly found underneath the driver\u2019s seat of the car a bag containing Ziploc baggies containing a crystal-like substance and a green leafy substance believed to be marijuana.<\/p>\n
