{"id":217947,"date":"2016-01-05T06:06:12","date_gmt":"2016-01-04T20:06:12","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=217947"},"modified":"2016-01-05T06:06:12","modified_gmt":"2016-01-04T20:06:12","slug":"final-phase-of-route-31-project-breaks-ground","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/final-phase-of-route-31-project-breaks-ground\/","title":{"rendered":"Final phase of Route 31 project breaks ground"},"content":{"rendered":"<p>Government officials broke ground Wednesday on the final phase of the Route 31 project on Capital Hill.<\/p>\n<p>This final phase, or \u201cPhase 3,\u201d according to Department of Public Works Secretary James Ada, is projected to be completed by May 1, 2017. Total length will be 7.1 miles, he said, and the total construction costs will amount to about $20.19 million, with construction management cost alone at $2.56 million.<\/p>\n<p>In his remarks during the groundbreaking ceremony\u2014the morning after Gov. Eloy S. Inos passed away\u2014Ada thanked guest and his staff and acknowledged \u201cthe sad day\u2026for a small but gigantic Commonwealth.\u201d<\/p>\n<p>At two miles long, the cost-estimate of the final phase is $6.78 million, according to Ada. \u201cIt is not an easy task for this project. There is a lot of research review and all the legal documents combined to make this a reality.\u201d<\/p>\n<p>\u201c\u2026DPW, we are on the road again,\u201d he added.<\/p>\n<p>\u201cAs you know, our governor left us yesterday,\u201d Gov. Ralph DLG Torres said in his remarks. \u201cI just wanted to acknowledge all his hard work and his vision to make sure our islands has improved and this route is\u201d a part of that vision.<\/p>\n<p>Phase 1 of the Route 31 was two miles long, Ada said.
