Superior Court Associate Judge Joseph N. Camacho yesterday dismissed the criminal case against Li Qiran, a 29-year-old Chinese man who allegedly found in possession of methamphetamine or \u201cice\u201d and marijuana after he was pulled over by a police detective on a road in Garapan. <\/p>\n
Camacho dismissed the case against Qiran after assistant attorney general Shannon R. Foley moved to dismiss the case without prejudice, which means the government may re-open the matter.<\/p>\n
Foley said as a result of defendant\u2019s current involvement with Immigration and Customs Enforcement, the government believes that it is in the best interest to dismiss this case.<\/p>\n
Apparently, there is a U.S. Department of Homeland Security-Immigration and Customs Enforcement hold for Qiran at the Department of Corrections.<\/p>\n
The police report did not mention why Qiran, a tour guide and a taxi driver, is wanted by Interpol.<\/p>\n
According to a police detective, police officers were dispatched at 6pm last Dec. 23 to assist police detective Jesse Dubrall for a violator stop on a car, which was being driven by Qiran, who is allegedly wanted by Interpol.<\/p>\n
Officers saw the car along Middle Road in Garapan and pursuit it until Asucena Avenue near Garapan Market.<\/p>\n
When the officers patted down Qiran and his passenger, Joshua Sablan Diaz, officers allegedly found a crystal-like substance on Diaz\u2019s cargo pocket. <\/p>\n
Dubrall allegedly found underneath the driver\u2019s seat of the car a bag containing baggies with crystal-like substance and green leafy substance believed to be marijuana.<\/p>\n
Dubrall also found in the car a \u201clarge amount of money.\u201d<\/p>\n
The crystal-like substance weighing 0.3 gross grams was tested presumptive positive for methamphetamine. <\/p>\n
