{"id":220979,"date":"2016-02-16T06:06:22","date_gmt":"2016-02-15T20:06:22","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=220979"},"modified":"2016-02-16T06:06:22","modified_gmt":"2016-02-15T20:06:22","slug":"solution-to-retiree-payment-delay-now-shifts-to-snild","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/solution-to-retiree-payment-delay-now-shifts-to-snild\/","title":{"rendered":"Solution to retiree payment delay now shifts to SNILD"},"content":{"rendered":"<p>The ongoing delay of the 25 percent pension payments to CNMI retirees now shifts to the hands of Saipan lawmakers who have scheduled an emergency session today, Tuesday, to appropriate money from annual casino license fees allocated to Saipan to pay this pension.<\/p>\n<p>The Department of Finance had asked the local delegation last month for some $1.8 million, \u201cpreferably from the Annual License Fees paid to the Commonwealth as mandated by the Exclusive Gaming License and allocated to the\u201d Saipan, according to a letter from Finance Secretary Larissa Larson to Saipan and Northern Islands Legislative Delegation chair John Paul Sablan (R-Saipan) last Jan. 15.<\/p>\n<p>Finance\u2019s standing request was made nearly a month before the Settlement Fund returned a check last Friday from the administration of Gov. Ralph DLG Torres to pay the scheduled retiree pension, leaving thousands of retirees bereft of their expected payments.<\/p>\n<p>The appropriation\u2014set to be made today\u2014is hoped to resolve the ongoing delay that has incited a blame game between Capitol Hill officials and a Settlement Fund that has questioned Torres\u2019 constitutional right to reprogram money for retirees on the basis that this serves no \u201cpublic purpose.\u201d<\/p>\n<p>The Fund is asking for an \u201cauthorized appropriation.\u201d<\/p>\n<p>\u201c[Fund Trustee Joyce] Tang\u2019s argument that the 25 percent is not deemed a public purpose is as it pertains to the governor\u2019s reprogramming authority under the budget law,\u201d Rep. Angel Demapan (R-Saipan) told Saipan Tribune yesterday.<\/p>\n<p>Tang, according to a January letter to the governor, believes that Saipan was no longer in \u201ca state of emergency\u201d following Typhoon Soudelor last August, and declared that the most recent executive order extending Torres\u2019 emergency powers to reprogram money \u201cis not appropriate.\u201d<\/p>\n<p>\u201cAs for the 75 percent funds, those are funds appropriated within the general fund budget annually,\u201d Demapan went on to clarify, in responding to questions from Saipan Tribune in an email yesterday<\/p>\n<p>\u201cThe 25 percent portion of retirees\u2019 pensions is appropriated by the SNILD through delegation funds sourced by the annual license fee,\u201d Demapan added.<\/p>\n<p>The emergency delegation session today is at 1:30pm. <\/p>\n<p>The delegation would be addressing the issue of funding for payment of 25 percent percent of pensions for retirees, Demapan said.<\/p>\n<p>\u201cThe non-payment of retirees\u2019 25 percent last week stemmed as a result of disagreements between the administration and the Settlement Fund regarding the use of funds provided,\u201d Demapan said. \u201cIn view of developments from Friday\u2019s hearing in District Court, it is important for the delegation to convene an emergency session to help rectify this issue and to ensure that retirees\u2019 benefits are not compromised any further.\u201d <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The ongoing delay of the 25 percent pension payments to CNMI retirees now shifts to&#8230;<\/p>\n","protected":false},"author":47,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[900],"tags":[20,38,733,6333],"class_list":["post-220979","post","type-post","status-publish","format-standard","hentry","category-featured","tag-budget","tag-saipan-tribune","tag-settlement-fund","tag-typhoon-soudelor"],"_links":{"self":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/220979","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/users\/47"}],"replies":[{"embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/comments?post=220979"}],"version-history":[{"count":0,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/posts\/220979\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/media?parent=220979"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/categories?post=220979"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.saipantribune.com\/index.php\/wp-json\/wp\/v2\/tags?post=220979"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
