A car driver who was pulled over in Navy Hill on Friday early morning for allegedly committing traffic violation threw out from the vehicle a folded paper towel containing 7.6 grams of methamphetamine or \u201cice\u201d worth $2,800. <\/p>\n
Hong Xiang Li, 30, a Chinese national, was arrested for illegal possession of controlled substance and trafficking of controlled substance (with intent).<\/p>\n
Li was taken before Superior Court Associate Judge Joseph N. Camacho for bail hearing yesterday afternoon. A $50,000 cash bail was initially imposed on the defendant.<\/p>\n
Drug Enforcement Task Force officer Rudolph C. Sablan stated in his report that Police Officer 3 John Mendiola was conducting a routine patrol when he observed a car speeding east on Micro Beach Road without stopping at the stop sign near the Garapan Fire Station three-way intersection on Friday at 3:30am.<\/p>\n
Mendiola followed the car, a blue Toyota Corolla with license plate ACL-214, which proceeded toward Navy Hill traffic signal light, entered Chalan Pale Arnold Road, then headed north.<\/p>\n
Mendiola activated his emergency lights and siren for a violator stop upon reaching the bus stop of Navy Hill near Twins Super Market.<\/p>\n
The car stopped in the parking lot of Grand Market. <\/p>\n
The officer noticed that the driver, who was later identified as Li, leaned over to the right side and threw out a white paper towel from the front passenger window.<\/p>\n
The car moved forward and completely stopped. Mendiola called for additional police unit to assist him at the scene.<\/p>\n
A responding officer recovered from the ground beside the car a bulky white paper towel that contained eight zip-lock baggies of crystalline substance.<\/p>\n
Mendiola called dispatch and requested for assistance of a crime scene technician and Drug Enforcement Task Force at the site for further investigation.<\/p>\n
