Ralph DLG Torres continued to effect a state of major disaster and emergency in the Commonwealth, the eighth time the state of disaster has been issued following Typhoon Soudelor last August.<\/p>\n<p>Torres signed the executive order on Tuesday, March. 22.<\/p>\n<p>\u201cTyphoon Soudelor caused significant damage to public and private property,\u201d the declaration states.<\/p>\n<p>In the earlier executive orders, the lack of utility services and disruption to critical infrastructure were cited in the declaration of disaster and emergency.<\/p>\n<p>Typhoon Soudelor struck the CNMI on Aug. 2. As acting governor then, Torres first issued the declaration of disaster on Aug. 3, 2015.<\/p>\n<p>On Aug 5, 201,5 President Barack Obama issued a major disaster declaration for the CNMI allowing for federal aid to the CNMI after the typhoon.<\/p>\n<p>The Torres administration reported a deficit of $9.1 million for the fiscal year 2015, largely attributing this to Typhoon Soudelor and the network outage last July.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
