{"id":226082,"date":"2016-04-22T06:00:26","date_gmt":"2016-04-21T20:00:26","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=226082"},"modified":"2016-04-22T06:00:26","modified_gmt":"2016-04-21T20:00:26","slug":"dlnr-suspend-dfw-officer-arrested-alleged-possession-green-sea-turtle","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/dlnr-suspend-dfw-officer-arrested-alleged-possession-green-sea-turtle\/","title":{"rendered":"DLNR to suspend DFW officer arrested  for alleged possession of green sea turtle"},"content":{"rendered":"<p>The Department of Lands and Natural Resources said it is working on the suspension of the conservation officer from the Division of Fish and Wildlife who was arrested on charges of possession of an endangered\/threatened species.<\/p>\n<p>Conservation officer Alvin Fitial along with three other suspects were served over the weekend their arrest warrants issued by Superior Court Associate Judge Joseph N. Camacho on charges of possession an endangered species, in this case, green sea turtles <\/p>\n<p>\u201cNow that he\u2019s been formally indicted, we\u2019re now working on his suspension,\u201d DLNR Secretary Richard Seman told Saipan Tribune.<\/p>\n<p>Seman said Fitial has been with DLNR for at least 15 years before he moved off-island and returned to Saipan last year. He served again at the department.<\/p>\n<p>\u201cAt that time we were hiring officers,\u201d Seman said. <\/p>\n<p>Seman said he has reached out to Fitial \u201cout of courtesy\u201d and \u201cin trying to inform him of the seriousness of the allegation.\u201d <\/p>\n<p>\u201cUnfortunately, we have to do what we have to do. Even though he\u2019s one of us we have to make the arrest,\u201d Seman said.<\/p>\n<p>However, Seman said he is not sure what happened to the turtle that was allegedly taken by Fitial. <\/p>\n<p>\u201cI am not sure what happened to it,\u201d Seman said, \u201cThey will be investigating about it so we\u2019ll probably know more about it.\u201d <\/p>\n<p>The other two turtles, however, were sold on a \u201cpersonal purchase,\u201d according to Seman.<\/p>\n<p>\u201cI\u2019m not sure if they are already consumed because we didn\u2019t recover any of the turtle,\u201d Seman said.<\/p>\n<p>A report stated that Fitial allegedly took one of the three green sea turtles caught by fishermen Anthony Pangelinan, Jeffrey Iguel Teigita, Vicente Aldan Sablan, and Richard Anthony Tenorio after he responded to the scene at the Saipan port after receiving a call from Commonwealth Ports Authority police last February.<\/p>\n<p>It stated that when Fitial arrived at the scent and after talking to one of the fishermen, Teigita, who was revealed as Fitial\u2019s uncle, Teigita instructed to transfer one turtle from the pickup truck to the DFW vehicle operated by Fitial.<\/p>\n<p>Seman said they \u201ccontinue to do so\u201d finding the green sea turtle that was said to be taken by Ftial but they will let \u201cjustice take care of itself.\u201d<\/p>\n<p>Seman said aside from violating local law, those involved may also be punished through the federal law they violated.<\/p>\n<p>\u201cBecause it\u2019s a federal offense, there\u2019s nothing that\u2019s stopping the federal from prosecuting them as well,\u201d Seman said. <\/p>\n<p>Seman said they need to \u201cengage their officers more frequent and constantly remind them of the need for them to uphold the law entrusted to them and do that more frequent than before.\u201d<\/p>\n<p>\u201cSometimes they lose touch,\u201d Seman said.<\/p>\n<p>In the pre-Commonwealth period, turtles are a primary source of protein in the islands.
