Ralph DLG Torres has asked for department and agency heads for proper discretion in granting administrative leave for the Festival of the Pacific Arts, or FESTPAC 2016, held from May 22 to June 4 in Guam.<\/p>\n<p>Torres has sent a memo to all government agencies, encouraging participation in the fine arts and cultural traditions, the Office of the Governor said in a statement yesterday.<\/p>\n<p>Torres also advised department and activity heads to use \u201cproper discretion when handling the specific details of the administrative leave for their employees.\u201d<\/p>\n<p>\u201cHe emphasize the need for proper accounting of the number of government employees who will be on the CNMI delegation on Guam,\u201d the Office of the Governor said.<\/p>\n<p>The statements said the Torres administration has authorized leave for \u201ccertain government employees\u201d for the festival.<\/p>\n<p>\u201cSince 1972, FESTPAC celebrates Pacific cultures and traditions, while brining together and estimate 2,500 performers, artists, cultural practitioners from 27 Pacific nations and territories for two weeks,\u201d Torres said in the statement yesterday.<\/p>\n<p>FESTPAC is touted the cultural event of the region, gathering large numbers of Pacific peoples to share and appreciate each other\u2019s cultures.<\/p>\n<p>CNMI FESTPAC organizing chair is John O.
