You don\u2019t need a second swearing-in. You automatically became the acting governor whenever the elected governor leaves the Commonwealth, until his return. What you need is to be elected. You don\u2019t need another swearing-in.  When Inos died in California, the special election mechanism should have swung into motion.  Whose bad idea was the \u201csecond swearing-in and foregoing the special election?\u201d   And, acting governor Torres, how long have you been sitting as acting governor without being elected?  Almost six months?  The late Eloy Inos only served 11 months of his four-year term of office. That calls for a special election.
