Camacho has rejected a proposed plea agreement with the defendant.<\/p>\n<p>At a change of plea hearing on Friday, Camacho noted that defendant Nathan I. Narcis, 31, has two prior convictions in which another judge slapped him with barely 18 months prison term.<\/p>\n<p>In this pending case, Camacho said, there is a third victim.<\/p>\n<p>The government charged Narcis, also known as Nate Dawg, with sexual abuse of a minor in the second degree and disturbing the peace for sexually abusing a 7-year-old girl on Rota last May 21.<\/p>\n<p>Assistant attorney general Betsy Weintraub told the court that the government is aware of the prior convictions, but decided to offer a plea bargain anyway.<\/p>\n<p>Weintraub stated that Narcis will be a registered sex offender if the court accepted the government\u2019s proposed plea agreement.<\/p>\n<p>Weintraub agreed with Camacho that Narcis was already a registered sex offender.<\/p>\n<p>Camacho further inquired if Narcis being a registered sex offender prevented him from his third victim, to which Weintraub replied \u201cno.\u201d<\/p>\n<p>The proposed plea bargain recommended a 15-year imprisonment all suspended except 10 years, with credit of time served, plus other conditions.<\/p>\n<p>With the rejection of the proposed plea bargain, Narcis then chose to do an open guilty plea.<\/p>\n<p>It means that the defendant pleaded guilty to the sexual abuse of a minor in the second degree but not by a plea agreement.<\/p>\n<p>Sexual abuse of a minor in the second degree refers to sexual contact but no penetration.<\/p>\n<p>By entering an open guilty plea it means that Narcis throws himself at the mercy of Camacho, who set the sentencing for Dec. 14, 2016 at 9am.<\/p>\n<p>Camacho ordered the Office of Adult Probation to prepare a pre-sentence investigation report.<\/p>\n<p>Assistant public defender Tillman Clark is counsel for Narcis.<\/p>\n<p>After the hearing, Narcis was remanded into the custody of the Department of Corrections.<\/p>\n<p>Rota Police Detective Tito S.
