Guerrero has assured no discrimination in terms of promotions under his command.<\/p>\n<p>Guerrero said that promotions are based on the department\u2019s need and the people who deserve it.<\/p>\n<p>\u201cIt\u2019s almost a year now that we have done promotions. But we did across-the-board promotions. It wasn\u2019t one or two,\u201d he said.<\/p>\n<p>If somebody at the department got promoted, it is because they applied for the position that they fairly earned, he said.<\/p>\n<p>\u201cBut other than that, we haven\u2019t. We did mass promotions across the board to everybody,\u201d he said.<\/p>\n<p>Guerrero discussed promotion practices when asked for comments pertaining to police captain Lawrence M. Camacho\u2019s lawsuit, accusing DPS and the Civil Service Commission of discriminating against him by not selecting him to the post of police director despite being qualified for the position.<\/p>\n<p>Guerrero said the issue raised by Camacho happened before his time so he does not know much about that case.<\/p>\n<p>Guerrero said if there is indeed a deficient system that will come out from that case, it\u2019s going to be lesson-learned for the department.<\/p>\n<p>\u201cI want to make sure that it doesn\u2019t re-occur,\u201d he said.<\/p>\n<p>Guerrero said people are free to talk to any officers and ask their opinion on how the promotions have been implemented under his term.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Department of Public Safety Commissioner Robert A.
