Palacios (R-Saipan) has introduced a Senate joint resolution calling for a joint session of the 20th CNMI Legislature to receive Gov. Ralph DLG Torres\u2019 State of the Commonwealth Address.<\/p>\n<p>The governor\u2019s address is set for March 31 at\u00a010am\u00a0at the Pedro P. Tenorio Multi-Purpose Center in Susupe.<\/p>\n<p>Article III, Section 9 (b) of the CNMI Constitution states that \u201cthe governor shall report at least annually to the Legislature regarding the affairs of the Commonwealth and new measures that are necessary or desirable.\u201d<\/p>\n<p>The Legislature\u2019s last joint session was when the late governor Eloy S. Inos delivered his first State of the Commonwealth Address on June 30, 2014, 16 months since assuming the head of the CNMI following the resignation of then-governor Benigno R. Fitial, who was impeached by the House of Representatives.<\/p>\n<p>In his speech, Torres is expected to give an update on the administration\u2019s achievements and other projects lined up that would benefit the people of the Commonwealth. He became governor in December 2015 after Inos\u2019 death.<\/p>\n<p>Torres sent a letter earlier this month to Palacios and House Speaker Rafael S. Demapan (R-Saipan) requesting the Legislature to hold a joint session.<\/p>\n<p>Torres said his SoCA would include a comprehensive annual financial report.<\/p>\n<p>\u201cAs we look ahead to the prospects of this year, we have an opportunity to further advance the goals and interests of the Commonwealth.
