The 33rd Attorney General\u2019s Cup speech competition will be held on May 5, 2017, at 9am at the CNMI Supreme Court courtroom.<\/p>\n
This year, six high schools will be participating: Marianas High School, Southern High School, Kagman High School, Grace Christian Academy, Marianas Baptist Academy, and Dr. Rita H. Inos High School.<\/p>\n
This year\u2019s topic focuses on the balance of power between the federal government and the Commonwealth.<\/p>\n
This topic will be explored in the context of management of natural resources for the benefit of the public, and will focus on whether local control or federal management is the better approach.<\/p>\n
The issue presented is: Whether the federal government has overstepped its constitutional authority, and whether a more localized approach to management and control of natural resources would be preferable with regard to the following actions: (1) The President of the United States declaring national monuments through the use of the Antiquities Act of 1906; (2) The federal government\u2019s designation of endangered and threatened species under the Endangered Species Act, and related regulations to restrict economic activities that may affect the designated species or its habitat; and (3) The federal government\u2019s declaration of marine sanctuaries and marine conservation areas, with restrictions on fishing and harvesting.<\/p>\n
\u201cThis is another great topic for our students to research and debate. The topic is on the authority of governments to manage certain aspect of our environment, some of which may be inconsistent with how we use these resources. I am excited to hear and learn from the students and I invite the public to attend and do the same,\u201d said Attorney General Edward Manibusan.<\/p>\n
