This year, eight high schools will be participating, including Marianas High School, Saipan Southern High School, Kagman High School, Grace Christian Academy, Marianas Baptist Academy, Dr. Rita H. Inos High School, Mt. Carmel School, and Saipan International School.<\/p>\n<p>Students are busy preparing their speeches for this year\u2019s topic, which is focused on federalism and the rights of the Commonwealth under the Covenant.
