{"id":259130,"date":"2017-08-30T06:06:06","date_gmt":"2017-08-29T20:06:06","guid":{"rendered":"http:\/\/www.saipantribune.com\/?p=259130"},"modified":"2017-08-30T06:06:06","modified_gmt":"2017-08-29T20:06:06","slug":"house-oks-senate-bill-provides-work-experience-fresh-graduates","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/house-oks-senate-bill-provides-work-experience-fresh-graduates\/","title":{"rendered":"House OKs Senate bill that provides work experience to fresh graduates"},"content":{"rendered":"<p>The House of Representatives unanimously passed last week a Senate bill that would provide experience to graduates striving for a civil service position.<\/p>\n<p>Senate Bill 20-09 SD1 gives associate degree holders and bachelor\u2019s degree holders two and four years work experience, respectively, just by graduating. <\/p>\n<p>The bill passed the House unanimously with no discussions.<\/p>\n<p>Sen. Just Quitugua (Ind-Saipan) said the legislation \u201cwill provide more opportunities to our college graduates who are seeking employment [for] civil service positions.\u201d <\/p>\n<p>According to Quitugua, some college graduates fail to meet employment requirements \u201cdue to lack of work experience.\u201d The civil service policy is a \u201chindrance to encouraging\u2026college students to return to the CNMI\u201d for jobs.<\/p>\n<p>SB 20-09 SD1 states that certain statutes of the Civil Service Act discourage fresh graduates with a degree or certification in the CNMI to contribute their skills and knowledge in the CNMI. <\/p>\n<p>Public Law 15-119 requires civil service employees to have prior experience if the person possesses a bachelor\u2019s, master\u2019s, or doctoral degree.<\/p>\n<p>\u201cSuch policy is in contradiction to the CNMI Scholarship and municipal financial assistance policies where students that are granted financial assistance while in college must return and work in the CNMI,\u201d said Quitugua. \u201cThe CNMI government spends millions of dollars annually sending our students to college.\u201d<\/p>\n<p>According to Quitugua, the intent of the bill is to encourage the local workforce for having attained a degree by crediting degree holders with the necessary work experience to allow them to meet the civil service requirement.<\/p>\n<p>The bill now heads to Gov.
