{"id":268335,"date":"2018-01-19T06:00:55","date_gmt":"2018-01-18T20:00:55","guid":{"rendered":"https:\/\/www.saipantribune.com\/?p=268335"},"modified":"2018-01-19T06:00:55","modified_gmt":"2018-01-18T20:00:55","slug":"ex-usps-officer-gets-probation-stealing-package","status":"publish","type":"post","link":"https:\/\/www.saipantribune.com\/index.php\/ex-usps-officer-gets-probation-stealing-package\/","title":{"rendered":"Ex-USPS officer gets probation for stealing package"},"content":{"rendered":"<p>The federal court handed down yesterday a sentence of 24 months in probation against a man who stole a package from the Chalan Kanoa post office while employed as a postal officer of the U.S. Postal Service.<\/p>\n<p>U.S. District Court for the NMI Chief Judge Ramona V. Manglona ordered Mark Champaco Tyquiengco to pay a $3,000 fine and $100 in special assessment fee, and write a letter of apology to the victim, Victor Salas, and to the U.S. Postal Service Saipan addressed to U.S. Postmaster Harry Wilcox.<\/p>\n<p>Tyquiengco was required to perform 25 hours of community service, which shall be suspended if he is employed.<\/p>\n<p>Assistant U.S. attorney James Benedetto, counsel for the U.S. government, agreed with the recommendation of the U.S. Probation Office for a probationary term of 24 months and a $1,000 fine.<\/p>\n<p>\u201cThe government believes that imposition of a probationary sentence and fine, given the facts and circumstances of this case, will avoid any unwarranted sentencing disparity with others convicted of the same crime,\u201d said Benedetto.<\/p>\n<p>Defense counsel Robert T. Torres also agreed with the recommendation of the U.S. Probation Office. <\/p>\n<p>Torres said Tyquiengco\u2019s actions were out of character and a term of supervised probation will allow him to show his true character.<\/p>\n<p>\u201cHe is a person worth saving and can and should do better in the community rather than be isolated from it,\u201d said Torres.<\/p>\n<p>Tyquiengco pleaded guilty last August to theft of mail by a postal service employee.<\/p>\n<p>The original indictment charged him with mail theft and theft of mail.
